Conversation on Improvement of European Security System is supposed to be aimed at the improvement and Supplement of Existing Instrumental Apparatus in this Sphere and Ukraine is ready to participate in this Constructive Dialogue V. Lytvyn
It was declared by the Chairman of the Verkhovna Rada of Ukraine on Thursday in the course of the International parliamentary Conference "Future of European Security" that was held in Saint Petersburg in the framework of IPA CIS events.
V. Lytvyn stated that European Architecture of Security is based on the existing international institutions OSCE, UNO, EU and NATO and on the basic democratic principles and human values and possess the necessary complex of the coordinated principles and mechanism that corresponds modern reality.
Though, the Head of the Ukrainian Parliament stated that EU regions lack solution of certain traditional security problems and new challenges and threats also take place.
V. Lytvyn expressed for the necessity of "renewing of vast functioning" of Treaty on common armed forces in Europe that he characterized as "cornerstone of European stability and security in the sphere of armament control."
The Chairman of the Verkhovna Rada of Ukraine also expressed hope that one of the prior tasks of the world co-partnership agenda will be complete execution on non-proliferation treaty.
The Ukrainian Parliament Leader expressed thought that the effective answer to crises one should search in the union of all the efforts and security institutes, of all the "players" on European stage, their readiness to mutual respect and compromises and declared that "Ukraine is ready to say its word in constructive dialogue on strengthening of European and Euro-atlantic security system."
"It is of peculiar interest for us, big European state that is oriented on association with EU, is the systemic development of relation with EU in the framework of the European security and defense policy. WE hope that the process will be enriched by new forms", he stated.
V. Lytvyn in his turn named the Russian proposition on the formation of "united and secure system of total security" suitable. The idea of "integral and secure safety that is a basic principle of the Russian proposition is totally acceptable even despite the fact certain principles of the suggested document are dangerous but the most important fact about the Russian initiative is that it gave an impulse for the discussion in Europe on the necessity of the improvement of the existing security problem", V. Lytvyn proclaimed and added that is necessary to take into the consideration when forming new architecture of European security, the divergent opportunities in present national peculiarities of all the states.
He named OSCE "the most suitable forum for the discussion the idea on European security" and declared that Ukrainian Part is totally for OSCE strengthening and is oriented on the active participation in this activity.
"The basic principle of the whole this process is the formation of new European security architecture building is to be rejection of geopolitical contest and union thinking", - he concluded.
